Design/ink scratches very easily

I'd ordered these hang tags for my retail items, and left space on the inside to allow for handwriting the product information.
The ink on these tags didn't seem to absorb into the paper, but sits on top instead.
When I write on these on any type of hard surface, the slightest movement scratches the printed design.
Considering that these were $0. 46 a piece, I'm disappointed in the quality.

It's possible they were thrown away in a box of other items, but I've never seen them and I looked everywhere.
